The Elder Scrolls III: Morrowind Hints
Can I take any of the valuables lying about the excise office?
1 of 5: Not if someone is standing right there and watching you. That would get you in trouble.
2 of 5: Once you get your Release Identification paper, you can take objects by standing near them, pointing at them, and pressing the Activate key. However, if you take something that belongs to someone else while anyone is watching, you'll be reported as a thief. That goes for Ergalla's office, too. You can use the four books on a bookshelf to read up on the local history since reading a book doesn't automatically take it, but leave the rest of the stuff alone.
3 of 5: However, there are plenty of unwatched items in the two rooms beyond Ergalla's office that you can nab without getting into trouble. The first room has a bunch of stuff on a table, some more on a shelf, more yet in large baskets next to the shelf (use the Activate key on the baskets and then take all that they contain), and also a bread basket you can take.
4 of 5: There's a locked box on the bottom shelf that you can open if you equip the lockpick you got from the table. Press F to bring the lockpick up as a "weapon," and then face the box and "attack" it with the lockpick. It should work after a few tries. When it does, put the lockpick away and Activate the box to open it and find a few gold coins.
5 of 5: The other room contains two barrels and five sacks that you can search for items, two torches in brackets on the wall you can take, two buckets you can take, and a bedroll that you can sleep on. To do so, stand on the bedroll and Activate it. (You won't benefit from doing this while still in the character creation process, but you can come back later.)
