1 of 7: You can only sign up with Eno Hlaalu, and he's hiding out.
2 of 7: He's in the Vivec region.
3 of 7: In (or rather, under) the Arena.
4 of 7: Have you explored the Arena Storage area yet?
5 of 7: There's a locked trap door in one of the rooms.
6 of 7: Unlock it and descend to find the secret Morag Tong headquarters.
7 of 7: Eno Hlaalu is in one of the rooms there. Talk to him to sign up.
