1 of 3: The person out there is shooting from the room with the partially open door (the one that's in front of the funny-looking plank on the floor).
2 of 3: You might want to give him some reason to walk out and investigate things on the balcony.
3 of 3: Try dropping the night valet (from the vulture room) in front of the door, and the guy inside will fall down.
