1 of 5: You can find a second Red Bippy in the "Underworld" (the MugMug area), accessible at the far end of the Routubes. Just turn left to enter this area when you reach a fork, instead of going right into the Red Light District.
2 of 5: This critter is in the same room as the guy selling recipes.
3 of 5: Go to the top of this room, with your back toward the entrance to the room (that is, the door that leads out of this map area and not the one to the MugMugs).
4 of 5: Look to the other side of the room and there will be a pipe running across the room horizontally.
5 of 5: The Bippy comes out of this pipe every once in a while.
