1 of 4: Look in the Warship Bay. You can re-enter that section through the council's chambers, if you missed the creature the last time you were in that area.
2 of 4: Bippies are hardy creatures.
3 of 4: They can even exist in a vacuum.
4 of 4: You'll be able to look outside into space when you're near the bottom of the elevator in the fighter hanger. The Bippy should come floating across the screen every once in a while.
