1 of 3: You'll need to use PAL's Comp Talk skill to find this one.
2 of 3: There's a broken elevator in this map area. Use it (you don't need Comp Talk yet) and try connecting the wires to fix it until you blow a hole in the wall.
3 of 3: Go through that hole, and you'll find a Comp Talk port. When PAL uses the port, he'll open up a door to reveal a TACO.
