Talk to Brother Morpheus.
1 of 3: You'll find Rukh in the station at Sender Station after you've been to the surface of Democratus. He'll ask you to go talk to Brother Morpheus in the Tower of Grand Mysterium on Hephaestus.
2 of 3: Brother Morpheus is standing at the table near the window you opened to enter Liseria's room earlier.
3 of 3: Just talk to him and report back to Morpheus. I don't think he gave me any reward, but at least that quest keeps the story going.
