  • 1 of 4: You get this for completing a quest.
  • 2 of 4: Specifically, for completing all of Detective Rukh's quests.
  • 3 of 4: Talk to him at Sender Station after you've finished his last quest -- if you've done all of them correctly, he should tell you that he's going to Frank's Flophouse back on Anachronox.
  • 4 of 4: Talk to him one more time for the FreezySlicer Harmonic.
