2 of 3: Just use the computer near his entrance to the level and select "Security" > "Unlock CI Chamber Door."
3 of 3: (For some reason, this door seemed to already be unlocked when Stiletto was in the same room on the "Ground Level," but it seems to have locked itself since. I guess this is some kind of bug, but don't worry about it -- the door's easy enough to unlock again.)
