2 of 6: She can read a book that's lying around somewhere.
3 of 6: Look on Hephaestus.
4 of 6: It's in the courtroom of the Tower of Grand Mysterium. Have Rho read the book (Mysteria Scientifica) to learn the skill.
5 of 6: If you miss it there, she can also buy the book later in the game.
6 of 6: Look in the MysTech Museum. The scientist who runs a shop on the second floor will also sell her a copy of the Mysteria Scientifica.
