How can Democratus get its battle skills?
1 of 4: You'll find a series of plans throughout the game.
2 of 4: And you need to find someone who can put those plans together to make the necessary equipment for Democratus.
3 of 4: Like a scientist from his planet.
4 of 4: There's one in the lobby of the GDP Hotel of Sender Station. Once you have the plans, just have Democratus talk to him, and he'll "build" your skill for a little bit of money.
