Talk to Ningal
1 of 2: Go past Gorn and head NW, using the quest marker to help you zero in on Ningal. Talk to him when you find him to get the next three objectives.
2 of 2: After you finish them, you'll get this objective again. You'll find Ningal looking out at the slums area from on a rock near the bottom of the stairs that lead up to the platform he was on earlier.
