Activate the obelisk in the north of the slums
1 of 2: Go a short way SW of where you got the magic scroll to find the obelisk.
2 of 2: After you activate it, a bunch of undead will appear and attack you. You'd better run back for the stairs that lead up to Ningal's platform, using retreat-and-fire tactics (or just try to outrun them all so they give up on you).
