1 of 3: Unfortunately, the game is inconsiderate enough to scatter the cobwebs all over the marshland area and not give you quest markers to find them by.
2 of 3: Look all around the marshland for large, white net-looking things. Those are the cobwebs that Mama Hooqua wants.
3 of 3: There are at least 17 cobwebs, all of which are marked on the map below. You should be able to locate 12 of them fairly easily.
