You'll find Sebastian in the boil after talking to Whilloughsby. He'll ask you to kill all of the leaders of the gangs in the Boil. Do so, and come back, and he'll join up with you. He's level 30 and knows schematics from the Electricity and Explosives tech colleges (fun).
