1 of 2: The extinguisher can't be raised unless the GPS unit is on and displaying coordinates in the bottom left corner of the screen when you click the Zoom In cursor on the extinguisher.
2 of 2: After you get the artifact fragment, you can click on the GPS and deactivate it to get it off the screen.
