Where is he?
  • 1 of 3: He is in a hideout in the sewers.
  • 2 of 3: Go into the sewers by the Temple District entrance and search the northern area for secret doors.  The ones you're looking for should be pickable.
  • 3 of 3: Go through the door and up into the hideout, which probably will be familiar to TOTSC fans.
