Where/how do I get him?
  • 1 of 4: Jan is in the Government District.
  • 2 of 4: You will find him to the south of the park, offering to sell his "wares."
  • 3 of 4: Guards will come and try to arrest him.  Speak up for him, or lie, and the guards will leave.
  • 4 of 4: You can now have Jan join you.
