1 of 4: As you can't climb down, you need another way to reach the water.
2 of 4: Maybe the water itself provides a way to reach it.
3 of 4: Go back to the hovercraft and find a way to the central structure.
4 of 4: If you drive the hovercraft straight forward instead of leaving the factory to the left, you reach the elevator room on the water way. You'll pick up the pearl automatically.
