1 of 3: You have to reach it, that's the only restriction.
2 of 3: As it's outside the laser-fence you need a jump kit for your hovercraft to reach it.
3 of 3: I doubt you have enough pearls before finishing the Nutripills factory, so the best moment would be after the Nutripills factory and before the Slaughterhouse.
