Search a Big Daddy corpse.
1 of 4: Thankfully, there's a dead big daddy in the room that Fontaine escaped from.
2 of 4: Look in the room's SE corner, near a "Power to the People" weapon upgrade machine.
3 of 4: Search the body to find a suit control system.
4 of 4: After you take it, Tenenbaum will give you the "Become a Big Daddy" goal and its three main sub-goals.
