Where can I find Milligan to send him back to Pisha?
1 of 7: Once you get back to the entrance of the hospital, you will see that he has run away.
2 of 7: Look around for any clues as to where he might be.
3 of 7: You'll find his business card near the sofa. Apparently he lives in the Skyline Apartments.
4 of 7: Head over there, and go to the first floor. His door is locked, and if you have a strong aversion to picking locks, you can go down to the basement and climb up the ventilation shaft to get in.
5 of 7: You can find Milligan in his bedroom upstairs, hiding in his closet.
6 of 7: You can tell him to run, which will make you fail the quest (bad idea); kill him yourself, which will cause you to lose humanity; or if you have some Persuasion, tell him it was just a joke and he'll go back to the hospital. The last two options will also get you Masquerade Redemption.
7 of 7: Once you've done this, go back to Pisha to get her main quest.
