1 of 2: Well, it looks cool, making your fists all glowy and stuff, but it's not as useful as Celerity or Fortitude for combat. It's much more useful for Nosferatu than for Brujah.
2 of 2: If you're a Brujah, it won't really boost your damage enough to make it worth spending the blood on when you're already using Celerity. But as a Nosferatu, you can combine it with Obfuscate damage bonuses to do a ludicrous amount of damage, so one hit will basically kill any non-bosses if you are a competent melee fighter already. There are more important disciplines for both clans that have it, but it's worth increasing once your main disciplines are boosted up enough.
