1 of 2: Um, unless you are visually impaired yourself, this is totally useless, and the stats that affect it affect nothing else. Oh well, at least you know where not to spend your XP.
2 of 2: It makes sparkles where some items or useful objects are. Sometimes it generates the sparkles where there aren't any items, but where they will be later. Ooohh, foresight!
