The Elder Scrolls III: Bloodmoon Hints
Rebellion at Frostmoth
of 19: To start on the main quest series, find Captain Falx Carius in his chambers in Fort Frostmoth.
of 19: To get there, enter the General Quarters area and go up the stairs in the south turret until you find a door to Carius' chambers.
of 19: Talk to Carius about "Fort Frostmoth" and "edgy" and so on to get this first quest.
of 19: He wants you to talk with the local guards to see if you can find out who's spreading all the discontent.
of 19: Find any guard (one in the General Quarters area would be most convenient) and talk to him.
of 19: To get anything useful out of him, you'll need some booze.
of 19: Talk to a guard and give him the booze to learn alcohol has been banned from the fort, and that Antonio Nuncias said it's a punishment from Carius.
of 19: Report to Carius to learn that he hasn't actually banned alcohol, but that the shipments have mysteriously stopped anyway.
of 19: It's time to talk to Nuncias about the whole situation. You'll find him in or near the library on the first floor of the Imperial Cult Shrine.
of 19: Say "dry fort" to him and then tell him that Carius hasn't banned the liquor.
of 19: Then talk to him about "shipments stopped arriving" to see a bit of defensive, suspicious behavior.
of 19: The guards will tell you that he has an office up on the top floor of the fort's armory, so why not go there and search the place?
of 19: Nuncias has a locked desk and a locked closet there. You can't open the closet no matter how good your lockpicking skill is, but the desk isn't very hard.
of 19: NOTE: If you want the key to the desk, look for it on the narrow high-up ledge that runs around the room. It's along the west wall. You'll have to use the Levitate spell to get up to where you can see it and take it.
of 19: When you open up the desk and see what's inside, make sure you get a journal entry. If you don't, repeatedly close and open up the desk again until you do. (Also, why not steal all the stuff out of it?)
of 19: Now go back to the Shrine and talk to Nuncias about "shipments stopped arriving" again.
of 19: He'll confess that he's been secretly withholding all of the booze shipments, and you'll have the option of keeping his secret or turning him in.
of 19: Keeping his secret is better, since he'll give you the key to his locked closet in the armory if you do. The closet has 10 each of several different kinds of booze (including skooma), and that's way more valuable than the Silver Sparksword that Carius would give you for reporting Nuncias.
of 19: Report back to Carius in his chambers to get three potions of Cure Common Disease (and the sword if you ratted Nuncias out).
