    I like this Wonder. Most times my citizens are just content, but laying back and doing nothing. Then I build this Wonder and suddenly I'm the most popular guy on Earth. It will go a long way to promote you as a wise and even-handed leader, but at 600 Shields, the cost might prove prohibitive.
