  • Cost: 400 Shields

    Prerequisite: Democracy

    Effect: Eliminates the period of Anarchy normally experienced when changing government types, and allows the choice of any government type available (even if the requisite Advances have not been discovered).

    Effects do not expire.

    The only reason why you would want to build this thing is if you are one that likes to constantly change types of governments late in the game. It also eliminates the need to research any form of Government you don't have yet. It's not really worth 400 Shields, though. And if you like to stick with one Government, this Wonder is worth about as much as a dead dog's butt.
