Civilization II Hints
Anarchy
Represents not a system of government but the lack of a stable government. Occurs when the Government falls or when you decide to have a Revolution. After a few turns of Anarchy, it is possible to rebuild a new government. Similar to Despotism, but the Corruption Rate is VERY HIGH. No taxes are collected and no scientific research is conducted during Anarchy.
