Which is the best form of government?
This is a difficult question to answer, since the best form of government depends on the level of play, your goals (immediate and long-term), and the size of your empire. From what I've seen on the internet, the forms of government which seem most widely used are Fundamentalism and Democracy. Fundamentalism is good because it allows you to keep a large treasury (as long as your army is not huge) and your citizens are kept happy (which is very useful in the higher levels). The downside is that your scientific produce is cut in half, so unless you have lots of libraries and universities, your scientific community will suffer greatly. This government is best used when you are involved in a large war where defeating the enemy comes before anything else.
The other government used the most is Democracy, which is for the more peaceful player who wants to be on top with research and money. Using this government it is possible to have enough money to subvert enemy cities rather than attack them. Democracy is much like Republic except senate interference and the restrictions on declaring war are not as bad. These two types are the two extremes of all types of government, and it is very possible to play with other types if it suits your needs.
I personally prefer Communism because there is no waste or corruption, maintenance is average so it is possible to build up quite a bit of gold, and the scientific produce is quite good. On the other hand, I don't get as many "We Love the _____" days as I would in Fundamentalism, but I don't mind since when I get a "We Love the ______" day it's usually cancelled the next turn anyway.
