Civilization II Hints
Get Territorial
The following document is copyright 1996 by Ryan Buszard.
"1. Start of expanding really quickly of course. You defend your cities with one phalanx each and attempt to build in both directions from your capital, creating a more stable empire. When you city has build a settler, use them and make 2 squares of irragation beside the city. This allows for a little growth until you can change your government to Monarchy or Republic.
2. When the time for change comes, I usually take the first government which is Monarchy. A successful monarchy can start you on your way to glory. Of course, I disagree with this only under diety conditions but it has still been quite successful under diety. By now, you hopefully have met other civilizations. The stronger ones you should not get involved with unless you want to risk death. Conquer the little and weak ones instead of trying to be good friends. Remember, if the tables were turned they would completely annihilate you.
3. Forts along your enemies (strong) territories are great and also beside you big cities. This should only be done under monarchy, not republic. If you haven't met anyone by this time, you should have changed to a republic because republic is better. (Republic is good if on a large map against 3 other civs.)
4. Once you have conquered your weak enemy territories, the stronger guys start to see how powerful you are. Now they are your friends. Become their friend for a while and take as much as you can from them... then kill them. Make sure the ones you kill are close and not allied with any threat. If they are overseas, make sure your navy is a force to be reckoned with.
5. This should set you up for ultimate victory all because you expanded
quickly and became powerful. Being powerful is the best way to make
friends that you can kill later."
