Is such a thing even possible?
Hmm... I don't know if it is, but it seems that these guys:

have managed to do it quite well. So, thanks are due to them for writing it. It's called the "Civilization II Unofficial Strategy Guide" and it's quoted below. They are amply credited here. The following is the introduction to this guide.
"Sorry Deity level players; this strategy guide is not for you. Besides, if you're playing at Deity level, you don't need any help, you're probably looking for ways to handicap your game rather than tips to improve it. Anyway, this strategy guide is not a complete, comprehensive tutorial for the game. Rather than broad, general advice it is simply a hit-and-miss collection of more specific ideas and strategies that may help the less advanced player."
Although they don't see it as a walkthrough, I think they've covered the game very well.
