Coastal Fortress
Once your enemy can build some of the bigger boats, watch out! The computer is rather fond of shore bombardment after shore bombardment. It just doesn't seem to quit sometimes. So just build yourself a coastal fortress in your cities that seem to come under naval attack often. You don't need to build them in every coastal city and you shouldn't build them until your enemies pose a serious naval threat to your cities. This way you save some on the upkeep costs.
