Civilization II Hints
Power Plant
As mentioned before, a power plant will increase your shield production by 50% yet do nothing to help control your pollution. You can only have one type of power plant (power, hydro, solar, or nuclear) in each city. Although it has the same initial cost as a nuclear plant, the upkeep for this particular improvement is twice that of its nuclear counterpart. Even though it often becomes available before hydro plants, put off building a power plant in favor of a cleaner energy source. If you must build some power plants, build them sparingly and consider replacing them with cleaner energy sources as soon as possible.
