What's a good way to take them down?
1 of 3: You could pull out a shotgun or some other weapon and quickly shoot them both down before they can return fire.
2 of 3: If you've got two or more energy cells, you can use a takedown move on one of them, then quickly take down the other one before he can get his weapon out. (Note that you don't have to be crouched, and that you can eat an energy bar in inventory if you need to recharge an energy cell.)
3 of 3: If you've got a tranquilizer rifle, you can crouch down near a dumpster and hit one of them with it, then quickly hit the other one before he can wake the first one up.
