After becoming a hero in Windemere, go to the mayor's house, down the stairs, through the tunnel, north until you see houses, and downstairs in the only house you can enter. Go outside after the short automatic sequence, and kill the dragons with your clawsword. You can then buy throwing axes for 3000 gold.
