Ilsa won't let me fly without "protection." Like what?
1 of 2: You don't have a helmet, and I'm not sure how much help it would be against magic anyway. You need *magical* protection.
2 of 2: Use the Sign of the Eel topic (or the Elver Sign drawing) on the Flapping-Wing-Flying-Device to draw the elver sign on it, then get on and prepare for the final cutscene.
