1 of 2: In the Elevator Bay room, look through the window of the door that's next to storage locker #029 to see that there's a room with another storage locker past the door. Since the door won't open, crouch-walk under the half-open elevator shaft door on the other side of the bay and climb up the ladder on the shaft's left wall. Follow the pipes around until you can drop down into the room with storage locker #028. (Thankfully, the room's door will half-open when you do this, so you can just crouch-walk under it when you're ready to leave.)
2 of 2: In the Upper Storage room where a vulgar or two appear, you can get up onto a raised walkway with security armor and other goodies by using the large and small boxes piled near a break in the walkway's rail to jump up there. To get started, you may need to use the grabber gun to move a smaller item (like an overturned barrel or small box) next to one of the large boxes so you can jump onto it.
