The stairs in Administration Access are broken!
1 of 4: Then find another way to get up to the room's upper walkway.
2 of 4: If you go down the dark walkway to the left of the stairs, you'll come to a corner with some large crates.
3 of 4: Use the crates to jump up onto the upper walkway.
4 of 4: There's no way you can help the scientist on the other side of the glass, but you can help yourself to a med station that's just to the right of the door.
