Can I use the elevator in PRC Support Area 1 Level?

2 of 4: Unfortunately, elevator service has been suspended due to low power, or some such excuse.
3 of 4: Have you killed all the monsters that appear in the elevator's general vicinity?
4 of 4: If so, the locked door that's back down the hall will now be open, and you can use it to proceed to the big service lift area.
