Law and Order
The first time you move through the city gates that connect the farm area with the main city area, Constable Aidan will talk to you. Speak to him again any time after that to get this quest.
NOTE: This quest and the "Smuggler's Run" quest are mutually exclusive, so you'll have to pick one and stick with it. (Note that the other one is much more lucrative.)
