1 of 2: You can get this quest from the "Blight Orfans Notis Bord" in the Crown and Lion inn. (NOTE: This entire quest is all stuck in under the one objective of "Donate 50 silvers to the Blight Orphans," so these hints won't have an objective list.)
2 of 2: Right-click on the "Blight Orfans Donashun Tin" that's next to the board to donate 50 silver.
