1 of 3: The final hooded courier is inside the alienage, so you'll have to wait until you go there on the "Unrest in the Alienage" quest.
2 of 3: You'll find the courier standing near the north end of the alienage's southern bridge.
3 of 3: After you talk to him, go talk to any of the Blackstone Liaison guys to get 1 gold coin.
