How can I get Leorah to sign the form?
1 of 3: Ask her about the nearby locked door, then keep talking until she admits to a spider infestation in the storage caves.
2 of 3: Agree to help her get rid of the spiders, and you'll get the "Infested Storerooms" quest.
3 of 3: When you talk to her at the end of that quest, you can get her to sign the form.
