Proceed to the tower basement.
1 of 3: Return to Owain's stockroom and use the nearby door to go back to the first floor.
2 of 3: Go to the north end of the floor to find the door that leads to the basement.
3 of 3: Once there, approach the nearby locked door to get it opened in a cut-scene.
