How can I get access to the Royal Palace's west wing?
1 of 2: Do the Dwarf Treaty Quests up to the point where you have to decide who to support for the throne, then choose to support Prince Bhelen. That way, you'll gain access to the Royal Palace's west wing after doing his first support quest.
2 of 2: If you support Lord Harrowmont instead, you'll have to wait until you completely finish the dwarf treaty quests to gain access to the palace's west wing.
