Justice Must Be Served
1 of 4: You get this quest at the same time you get "A Gift of Silence."
2 of 4: You're to give ten lyrium potions to Knight-Commander Tavish in Denerim's Market District.
3 of 4: He'll take lesser lyrium potions, so find, buy, and/or make ten of those.
4 of 4: After you have enough, find Tavish a bit SW of the open market and talk to him to hand over the potions. (Note that doing this immediately cancels the "A Gift of Silence" quest, and makes it impossible to get the "Defending the Collective" quest in Part 4 of the game.)
