Return to the Keep and tell the viscount about the Arishok's reaction.
1 of 2: Travel to the Viscount's Keep on the Kirkwall Day map.
2 of 2: Go into the viscount's office at the north end of the keep to have a conversation with him. That'll finish this quest and start "Offered and Lost."
