1 of 3: You get this quest by picking up the item of the same name in one of the northern rooms in the Viscount's Keep in Hightown.
2 of 3: Travel to Lowtown on the Kirkwall Day map and look for an elf at its south end who's named "Elven Vintner."
3 of 3: Talk to him to turn the bottle over and get 50 silver and 250 XP.
