Locks of the Golden Fool
1 of 4: You get this quest by picking up an item with the same name in the northern rooms of the Chantry, which is on the west side of Hightown.
2 of 4: Finish the "A Business Discussion" main plot quest so you can travel to Darktown, then head south to a path intersection. (If this is your first visit, several thugs will attack you at this point.)
3 of 4: Go west at the intersection to find an elf named "Elven Radicalist."
4 of 4: Talk to him to turn the locks over and get 50 silver and 250 XP.
