Caste Treatise and House Accounting
1 of 3: You get this quest by picking up the caste treatise item that's in Dead Man's Pass. See the "Blackpowder Promise" main plot quest for details on that area.
2 of 3: Travel to Hightown on the Kirkwall Day map and look for a dwarf named "Traditionalist Envoy" in the Merchants Guild area.
3 of 3: Talk to him to turn the documents over and get 50 silver and 250 XP.
